The Kustomize k8s deployments repo is currently named "deployments" — should be renamed to pal-e-deployments to follow platform naming conventions.

This repo holds k8s manifests that ArgoCD syncs for all services including basketball-api and basketball-app.

Need to update ArgoCD references after rename.
